The forwarding of an application form then enables me
to make any further enquiries which may seem advisable with regard
to such periods of the candidate's previous career as have been
spent 11 the United Kingdom, or elsewhere than in the Colony from
which a applies. Such enquiries often enable me to supplement what is known of the candidate's past in the Colony by anquiries frer. other sources I have found in many cases that this procedure brings to light information that was not originally available to the Governor

who recommended the candidate; and in certain
cases it has prevented the selection of a candi-
date whose record made him clearly unsuitable
for the Colonial Service on account of episodes
in his past career about which the Governor who
recommended him was not in a position to obtain
information,
[4. In order to obviate the disadvantages
of delay or any unfairness to the candidate, in
casee where the Governor wishes to fill an
appointment immediately, he is of course at liberty
to appoint the candidate to the post in question
on a strictly temporary basis.
If the replies
received to any further enquiries made by this
Department are satisfactory and I decide to
agree to the permanent appointment of the candi-
date in question, such permanent appointment can

was appointed temporarily. If, however, as a re-
sult of the further information obtained I feel
it advisable that
